User with the role “Add issue tags” can't add tag

Description:
User can't add a tag to an issue via the page of issues.

Preconditions:

1. The user has enabled the following roles (Administration -> Roles and permissions -> Roles).
   

Steps to Reproduce:

1. Login by the user from the precondition;
2. Go to the page "Issues" ;
3. Click RMB on the issue from the list;

Expected result:
The menu has item ''Tags'.

Actual result:
The menu hasn't item "Tags".

Environment:

• Browser: Google Chrome 125.0.6422.60.
• Redmine version: 5.1.2.stable.
• additional tags: 3.3.0-main.
