What does this PR do?
Updates the LSP docs to use licence.txt (British spelling) for PHP Intelephense premium key file path instead of license.txt.
This aligns docs with actual Intelephense behavior and avoids confusion where users place the key in license.txt and premium features do not activate.
Updated in the main docs and localized LSP docs.
