Summary

There is a long-standing Safari issue where URLs to internal anchor sections fail to load properly. The fix requires adding one file to the quarto-config subrepo, see PR stan-dev/quarto-config#3 - once this is in, this PR adds an include to the _quarto.yml so that all pages have javascript that will wait to the page to finish loading before scrolling to the anchor.
