Improves grammar in the Vite plugin README by adding proper punctuation to the sentence describing Lightning CSS behavior. Changed 'When building for production Lightning CSS will be enabled otherwise it is disabled' to 'When building for production, Lightning CSS will be enabled; otherwise, it is disabled.'

Walkthrough

The change updates punctuation and formatting in the packages/@tailwindcss-vite/README.md file. Specifically, a comma is added after "production" and the phrase "otherwise it is disabled" is revised to "otherwise, it is disabled" in a descriptive sentence about Lightning CSS behavior. The revision results in the sentence reading: "When building for production, Lightning CSS will be enabled; otherwise, it is disabled." This is a documentation-only modification with no impact on code functionality.
