Overview
Updates dependency versions across the repo, including Angular packages used by napi/angular-compiler dev deps and e2e fixtures (to 21.2.2/21.2.1), plus zone.js (0.16.1), p-limit (7.3.0), core-js (3.48.0), and autoprefixer (10.4.27).

Standardizes some packages to catalog: specifiers (notably rxjs/tslib in the Bitwarden benchmark), upgrades oxc-parser/oxc-transform to 0.117.0, bumps root lint tooling (oxlint/oxlint-tsgolint) and the repo packageManager to pnpm@10.32.0, and refreshes pnpm-lock.yaml accordingly.
